Downloading the data via CSV is the way you download the checklists.
You can do it by console if you want. On the set page, there is a "Download Price List" link right above the item list. You can click that and download all the items for that set only.
You can then filter that list.
Release Date is only included in the download in the Legendary tier (along with other item meta data fields)
