cgc GRADING PLEASE

So, PSA is absolutely corrupted. Not only they refused to explain why they give a card a certain grade, they don't have notes, as they claimed. How are we allowing this company rob us, actually not even rob, we are just handling them money for nothing. So I was told by a manager a GS that PSA is controlling the number of certain cards out there. For instance, PSA plans to only give a PSA10, lets say to 23 cards of the quaquval ex, while they plan to only give a psa10 to 18 of the Groudon ... So lets say I have a Groudon, and I sent to PSA, and they already hit their allowed PSA 10 scores, so guess what? I won't get a 10 even if my card is a 10. So my Groudon card will get a score that is the next one in line that has not reached their 'allowed' cap, so lets say that PSA has already maxed their 10, 9, 8 scores, and a grade of 7 is the next available, so that is what my card will get. In a nutshell, PSA is not even giving the right scores, so  Despite if my card is a 10. So please help us keep the integrity of this hobbie and lets promote CGC or any other that does NOT keep a cap on how many particular cards are allowed to get a particular score and keep the integrity of this Hobbie
