Add report reason in historic prices

I believe it would be beneficial for reviewers to be informed of the reasons behind a user reporting a historical price.

I have noticed numerous instances where USA titles are listed under PAL sales. I report these discrepancies, but they often reappear. It is possible that the administrator or reviewer may not be aware of this issue.

It might be helpful to require login to limit the miss usage of reporting. If it’s required for a user to be logged in, this will help remove the miss clicks by random users and or bots which will help with real reports actually being looked at.
